NEWSLETTER AND MEETING NOTICE

On March 12, 1969, the Sacramento Police Officers’ Association was formed at a meeting held at Luther Burbank High School. A preliminary set of by-laws was adopted and four temporary officers were elected to serve until October, 1969. Fifty-four members were initiated upon the payment of the three dollar initiation fee. Officers elected were: President, Richard Gregson (Gassaway); Vice-President, Joel Greenfield (La Due), Treasurer, Mike Guthrie (Traffic), and Secretary, Larry Hinds (Supplemental).

Upon the resignation of the Association Treasurer, Mike Guthrie, the remaining Association officers selected Robert Austin (White) to serve as the temporary Treasurer until October, 1969. Bob reports that as of March 26th the Association had 122 paid members. Have you joined yet?

Officers of the Association met on March 19 at the home of President Richard Gregson (Gassaway) and set April 3rd as the next meeting date. The meeting will be held at the Bank of America Community Meeting Room, 8th and I Streets, 7:30 PM. (Under the parking lot on the west side of 8th Street, near the alley I and J.) No significance should be attached to the fact that the meeting will take place underground! The meeting agenda will include a proposal to amend the bylaws limiting membership in the Association to “sworn” personnel only. The formation of several working committees will also be on the agenda.

On March 21 President Gregson and Vice-President Greenfield met with Chief Rooney and presented him with a copy of the Association by-laws and explained the objectives of the Association. Chief Rooney was receptive and expressed no objections to the Association as long as it was not a Union.

On March 25 the City Civil Service Board ruled on the request of Chief Rooney that the requirements for Police Lieutenant be changed to permit any officer with five years seniority on the Department to compete for the promotion. The Board approved the request and an examination date will be set in the near future.

On March 19, 1969, the City Council allocated the expenditure of $3,000 for an actuarial study of the City Retirement System. Retirement System Secretary, Lyle Lack, reported to the Council that Police, Fire and Miscellaneous employees have all expressed a desire for better retiree benefits. The Association will be forming a retirement committee at the April 3rd meeting.

The State Printing Document Division has copies of the 1969 edition of the Police Officers Penal Code. The Code sells for $1.00. As a convenience, the Association will take orders for copies of the Code and deliver them to the members at work. See Greenfield (La Due).

During the last week of March, a group of police officer representatives of the Peace Officers Research Association of California (PORAC) were at the State Capitol supporting legislation which would up-grade municipal and county law enforcement retirement administered by the State Public Employees Retirement System. The bill under consideration is AB 374.
